Ingeus presents at WAPES Korea workshop

Addressing the role of public employment services in the implementation of policy was the theme when members of the World Association of Public Employment Services (WAPES) gathered in Seoul, Korea for the “Public Private Partnership in employment services” workshop on 2-3 December 2010.

A core focus was how contracting of delivery to private providers could assist public employment services in achieving policy aims, and Ingeus’ Managing Director Global Operations, Greg Ashmead, presented the role of private providers in these partnerships.

Mr Ashmead drew on Ingeus’ 21 year history of providing contracted service to governments. He demonstrated that working in cooperation, not competition, with clearly defined roles and measures enabled all parties to benefit from public private partnerships.

Mr Ashmead listed the key feature of effective procurement as:

  • multi-layered relationships between policy makers, public employment services and private providers to ensure the achievement of policy objectives
  • payment linked to sustainable job outcomes
  • the ability to implement flexible and innovative programmes
  • longer contracts with larger client bases to enable shared risk and reward
  • robust audit and measurement including the publication of comparative performance data.
